Python module for [[https://github.com/gm4slv/netradio|netradio]]

Some functions aren't needed for receive only, and should be removed (ptt_on ptt_off etc.). This module originally came from another project (not "object oriented") and I had to add lots of //self// statements to the needed functions, ignoring the ones not used for "netradio". I'll trim it, later, if I remember.
